Elements of a 100% Tobacco-Free Campus Policy
A 100% Tobacco-Free Campus policy*:

Prohibits all forms of tobacco use, including cigarettes, e-cigarettes and vapes, cigars, bidis,
smokeless/spit tobacco, hookahs, blunts, and pipes;

Applies to all students, faculty, staff, visitors and contract workers;
- Applies to all campus buildings, grounds, vehicles, facilities and events;
- Has a specific start date, ideally 6-12 months from the passage date;
- Outlines consequences for staff and student non-compliance; being certain enforcement is fair and equitable;
- Provides access, removes barriers, and promotes evidence-based tobacco treatment for students and staff to help them quit tobacco use;
- Prohibits the free distribution of tobacco products on campus; and

Prohibits student organizations, including campus publications, from accepting money, advertising and/or gifts from tobacco companies.
*For UNC System campus property, the state law only allows the universities to prohibit smoking/tobacco use within a 100 linear foot perimeter of university buildings.
